I never understood why, but it seems like so many foot fetish videos featuring women licking women's toes seem to always be about dominance, it seems like coming across foot fetish vids where the worship is actually enjoyed (rather than commanded) seems rare. Just me or am I looking in the wrong places?

I know what you mean. It seems like that's the theme of a lot of female/female pictures and videos. However, a site that doesn't seem to push the dominance theme is Foot Worship Studios:

I think it's may be a case of people wanting to make money in the 'foot fetish' market. I think the amount of women who are into feet is perhaps a lot less than thought. The female/female dominance thing I guess is a big turn on to many, not so much myself though. Some good stuff you may like is at Teen Feet Dreams and Teen Foot Club. The material is not 'dominant' but again I wonder do the models enjoy feet or just do it for the dough? Just my opinion?

I'd be willing to bet that in all but a few cases, money is the reason.

I think that's true in videos promoted as foot fetish videos. From what I've seen, in lesbian videos that tends not to be the case. Some of the best, and most honest looking, is from Sapphic Erotica.
As to why?- unfortunately I think that stems from them continuing to promote the attitude that foot worship is nasty and taboo.

Yeah, the reason of my unhappiness with the saturation of f-on-f vids is because people look at those and see the foot fetish as something that isn't enjoyable. I hope to all goodness that the f-on-f's will lose their dominance on the fetish scene.
