some of my favorite sites haven't been updated in months and they don't respond to emails
I would assume that they are done with the site but how is the site still online? Don't you have to pay like a monthly fee to keep it online?

a lot of webhosts have yearly payment options too, so maybe thats why they're still up, just my guess.

Absolutely, many host offer varying payment methods. Monthly, quarterly and yearly. Then again, maybe the webmaster is on vacation, is sick in bed, been working overtime, getting divorced, working on a redesign...and the list goes on. Chances are they'll be updated again, all in good time.
