It's conditional for me:

If I'm going to be orally enjoying them I want them totally clean.

But I've also always enjoyed seeing wet and dirty feet particularly if it's something like washing the car, walking in the rain or on the beach- a fact that I only recently confessed to her (and she's totally OK with). I would be very aroused to see her wet/dirty feet from any of those situations and have no problem fucking her or her feet because of it. But that would not include any oral enjoyment.
