Strippers LOVE foot guys. Do a private dance and be sure they understand you want to play with their feet before you go in. Every place I've ever been allows touching below the knee.

You can find a casino girl and take her back to your room, or arrange for an escort to meet you. This is probably the cheapest "sure thing".
Spartanguy is right about the strippers. Although I think it's more the money that they love. Anyway, I've had much luck at Vegas strip clubs. I've had girls rub their feet on my lap over my pants in the private rooms... basically giving me a footjob through my pants. Caution: an evening at a strip club with private dances will cost you.
I would suggest the casino girl/escort option. You may pay a few bucks, but it's a lot cheaper than the strip clubs, and it's a "sure thing".
