I'm single and in the uk, and i find it pretty hard to meet any women who i think may even slightly be open to talk about a foot fetish let alone trying or keeping that conversation private.

This has come up before so I will try to summarize: Concern yourself first with establishing a genuine relationship, put your passion for feet at the bottom of your list. Once she is comfortable with you and the quirks you have in daily life, you can begin to reveal some of your unusual tastes.
I'm not telling you this as if you are luring some unsuspecting waif into the trap of your devilish fetish. In any relationship, both parties have some oddities that the other must accommodate. You recognize that you have a very unusual interest (actually not that unusual) and that's good. It will take some time to introduce her but your patience will be rewarded.
The key here is to let her become comfortable with you. Make sure that you indulge her tastes and she will be more inclined, even happy, to indulge yours.
