I see escorts usually twice a month. They're costly, but I've yet to see one that refused me her feet or showed any reaction of being creeped out about it. Usually on average for me they cost 150 for a half an hour and others are less. Be alert of Backpage though. When I use Backpage I research the number online and look for reviews on repuatable escort sites. There are "streetwalking" hookers that have found their way to Backpage and pull bait and switch. With them come underage girls and other horrible problems. It's legal as long as you pay for "companionship". Just look for a true escort in a nice to upscale hotel and get a hold of them sexy feet and go for the footjob!!

That can only be answered if you provide the City and State in which you seek such services. Local law, State Law vary with regards to definitions of "Soliciting, Pandering, Prostitution, Lewdness, Assignation"
Basically all across the board it's ILLEGAL for you to masturbate to a woman's feet, whom you arrange to meet for money. If she comes to your home it's different, in a car, even more difference.
But most vice depts don't care that much, more over - they care about plain intercourse which mainly is associated with bad neighborhoods and drug use, violence, in certain high crime areas.

NYC Administrative Code - § 230.00 Prostitution. A person is guilty of prostitution when such person engages or agrees or offers to engage in sexual conduct with another person in return for a fee. Prostitution is a class B Misdemeanor.
§ 130.00 Sex offenses; definitions of terms. 10. "Sexual conduct" means sexual intercourse, oral sexual conduct,anal sexual conduct, aggravated sexual contact, or sexual contact.
Terms are very loosely defined I don't have any find-law searches.
I know that in ones home it's different than from a "venue" etc..

The cops didn't know what to do with me years ago when I threw a wrench in their sting operation here in Cleveland, Ohio.

It's the masturbation that can be "interpreted" as sexual conduct, and it "for money" can be construed as prostitution depending on where it takes place, and as a "health and public safety" crime, apparently in nyc prostitution is a morality crime. This is why those peep-show booths in times square disappeared or were quickly replaced with video screens. There are some _bullshit_ technicalities, and it varies form city to state.
