Not sure about other countries, but in the US, Old Navy is having a sale on flip-flops today (Saturday) Limit of 5 pairs per customer. Might be a chance to see lots of feet and get cheap footwear.

I have a theory: Girls who wear flip flops in public a lot probably go barefooted at home a lot!

An entrepreneur photographer might head over to one of those stores at the mall with his camera and do some "photo-sluethism journalism" and ask the females to model their new cheap shoes (and feet)...what a better opening line to take feet pics!
