This is from a classic game show in Japan called "Gaki No Tsukai". The clip you link to is actually part of a 24 hour challenge, that the cast members you saw in the clip have to endure. They have to stay in the challenge for a full 24 hours and ANY TIME they laugh they get punished. Of course everyone else in the challenge is trying to make them laugh, so it ends up being really difficult for anyone of these guys to keep a straight face for long. You might also want to look on YouTube under "Punishment Game". Sometimes these clips show up there. The clip you have here is from the High School challenge. There are others like the "Haunted House challenge", the "Hospital challenge", the "Spa (Butt Darts) challenge". These guys get abused in ways you can't imagine, but it's all hysterical. They're megastars in Japan.

They also do a segment called silent library, where the punishments get worse as the game goes on, but they have to keep quiet

i tied to tell myself that that guy couldn't be expected to know how to count in English, but at 2:54, I still lost it!

I thought it was funny how the guys doing the whipping were wearing safety masks LOL!
