i need a way to ask women if i can rub there feet i have a hard time asking and pointers would help.

if you're not sure.. wait until she's had heels on a while.. then just ask if she'd like a massage to take the burden of being in heels off.
make it a bit of a humor deal. don't show you're nervous..
one that worked for me...
"wow!! the price of beauty...."
she looked at me with a puzzled look
"why should fashion hurt.. I mean.. such hot shoes you're wearing.. but i bet they do get uncomfy after standing a long time"
she nodded and chuckled.. at the same time.. her body language suggested her toes were hurting.
"tell your man.. I said.. you should get a foot massage"
she laughs.. and asks.. are you trying to find out if i have a man or massage my feet?
"either way.. you should get a nice foot massage...... and i'd do it if you don't mind.. but either way.. you should get a nice foot massage"
she sits.. props up her feet.. says. i'm not saying no.. if you're asking.
I didn't say another word.. just took her heels off and went to work. her friends were around her giggling and just not sure what to do. her eyes were closed and her head tilted back a little.
when I was done. she said.. are you single? I said no... just being friendly. then I switch the topic and kept going with conversation in the group. the other girls asked.. and I said.. i charge a fee.. I only do one good deed a day.. and this was it.. with a huge smile.!

RPM's situation and what he said is a textbook way to get a woman to allow you to give her a foot massage. Awesome way to go about it!
Another way is to draw attention to her shoes when she's wearing a pair of heels and ask if she's a midget without her shoes on. If you feel the need to be a "nice guy", complimenting a woman on her shoes can also work because it's not too often that a woman gets complimented on something she may be wearing, especially her choice in shoes. Either one of those approaches will, more than likely, get the girl to talk about her shoes. You can then comment on the heel height and state that there's no way the shoes can be all that comfortable to wear. Most of the time, this will elicit some comments that reinforce that fact, which opens up the door to you asking to give her a foot massage. If she does decline, the best thing to do is not to make a big deal about it. Don't obsess over the fact that she is turning down your offer of a foot massage and don't force the issue. If anything, just reply, casually, "Ok, just wanted to offer but, ok, you don't want one. It's your loss." Sometimes, the girl will begin to have second thoughts about turning you down. You might want to even throw in something like, "It's not everyday that you get a great looking guy like me offering to give a woman a foot massage. I would think you probably don't get an offer like that very often." That gets a woman thinking and it can lead to them changing their minds.
