As has been said before, many times, many ways, just do it. Why *say* anything about it at all? Agree with DL, the absolute worst thing you can do if you like feet is make a point to sit someone down and tell them about it. It will naturally set off alarm bells because you are making it something un-natural.
There is a reason this hardly works and most people come back saying they had negative reactions. Because the majority have women have still never experienced the fetish and your chances of finding one who is as open to say they loved it as your are saying your doing it is slim.
Just do it, and don't let the fact she hates her feet but you off. Even those girls can be turned into foot freaks!

I agree with what DL said. Just start giving her foot massages without making a big deal out of it. As she gets more comfortable with being around you, you can slowly escalate from there.
