I hear what you're saying. I've never done anything like that, but I can understand your urges and temptation. Another question I meant to ask earlier: where were they the entire time? Passed out drunk?
To keep it going to where you can satisfy yourself whenever you want to, you have to steal it. Hide it in your back pocket or something.

Id just either ask her if you can sum up the courage, or buy some from someone online. Yes buying some might cost you money but trust me £10 is a lot less than getting caught doing something potentially creepy, loosing a friend and having it go around that your that weirdo pervert.

Normally, I am a staunch advocate of being upfront and honest, simply because of all the perverts out there who give us a bad name.

He can get away with that if her brother wasn't around. Otherwise, I don't think he'll be okay with it. Either he steals the pantyhose (and risk being made fun of if caught) or just forget about it.
