The character is Frankie from a cartoon called Foster's Home For Imaginary Friends. It ran up until a couple of years ago, and I think it was by the same artist who did Powerpuff Girls and The Grim Adventures of Billy and Mandy, if those ring any bells.

Thanks, I am the artist, and is a television personality known something, even when she went out of fashion, but I love it and I love her feet ...

Don't get me wrong when I say this, I like your style, I'm just not feeling the whole image, the drawings give me a creepy vibe like if your drawing underage girls, if they were more adult style like what LD or Kalamos post then I would feel better. Sorry really.
