In all honesty, money is not the way to go at first, if i was you, if you have the opportunity to comment on her feet, then do so.

For what it's worth bud, I agree with the advice offered previously... I most definitely would **NOT** approach her with an offer to pay money for her attentions... While the rare female might be ok with that approach, I think the majority would equate that approach with being called a prostitute... Thus, not a good approach.
As was suggested previously, a more direct approach may be your best bet... Maybe that will change just like having a foot fetish did. Having a foot fetish is becoming very popular and being accepted. Maybe women will find it normal to compliment on their feet/feet in a couple of years or so.

This is another instance where I think public canings or whippings should be institutionalized. If some idiot thinks he can do what he wants to another person and be so non-chalant about it, I think it only proper to BEAT some sense into their stupidass since their raising is so obviously lacking in morals and boundaries.

I very simply turned around, faced her, and barked/commanded "Hey! Get OFF THE PHONE!" It wasn't "hey could you keep it down please?" or anything like that.
I've never seen a person "scurry" before, but that is what she did. She immediatley shut up and literally "scurried" down an aisle. I completely controlled her and got her to shut up - much to the relief of everyone around.
