Just go slow. Try a casual kiss to each sole after a foot rub. I think she will warm up to it, just give it time. Everyone is a sucker for a good foot rub. Once she gets hooked on those, she won't mind putting them in your face, in time.

There's several good approaches to the problem. You already have a good angle with the foot rubs you give her so I would start there. Ease your way in.
You can tell her that her feet are pretty and that you are into them.
