In all my experiences, I've never had a girl flat out refuse to participate. Some come along quicker than others, but they have all embraced it.

If you're girlfriend continues to remain adamant about refusing to participate in an activity as benign as foot fetishes, then she is a selfish lover. Life is too short to deal with that.

Maybe you are getting aroused more because she isn't letting you have her feet. You know cat and mouse games.
But there is some good advise here, eventually she needs to play ball or you will find someone else who will play ball. Feet are better than sex for me. If you're in a similar boat, I'd suggest finding someone who will indulge you. It's going to cause problems if you're never sexually satisfied. I get off with sex but I need feet or I'd be totally unhappy.
