So I'm trying to see updates for 'Toejac' from my phone through my house wifi, and I got a "404 Forbidden" code when accessing the site. I then try to access it on my laptop (same wifi) and again "404 Forbidden" code. I finally try my phone again but this time use the phone's 4G internet...and no problems there.

I'm starting to believe that my wifi ISP permabanned 'Toejac' from access, and it's all because of the FCC's decision to dismantle net neutrality. The scary thing is that if banning Toejac' is a preview for the dystopian internet that lies ahead, imagine getting a "404 Forbidden" code when you access other foot fetish sites, including some of your favorites. And imagine ISPs doing this shit to broad sites such as Facebook, Netflix and YouTube.

Scary times; download as much content as possible in case your site becomes targeted by ISPs.

Perhaps due to all the bandwidth you're using up from all the downloading you're doing?

This sounds like a strange issue. I doubt your ISP would block something like that. It's possible your Anti-virus, Firewall, or other software may be blocking the website.

Yeah, I concur it's likely something anti-virus or firewall related. I struggle to see how this is any way related to net neutrality based on what I know of it.

So it’s been a month. I’ve tried everything to overturn that “404 Forbidden” error, and nothing. I’m still blocked from accessing that site.

I’ve tried taking pop-up blockers/cookies off, disabling my computer’s firewall, getting rid of software; nothing. Still forbidden from entering. And once again, I can get into the site through 4G but not from my WiFi network (AT&T).

Anyone else have any other way of overturning this, or is Toejac now a website permanently banned for me?

You could try using a proxy or VPN and see if those work. I'd also contact your ISP and let them know the issue.
