I'm a Kiwi recently moved to Melbourne about 4 months ago and was wondering about shopping trollies in your country/region.

In New Zealand with the standard shopping trolley, the back wheels are fixed like as like on a car with front steering only, but all over Melbourne, the standard is "4 wheel steering" which is difficult to control. At the same time it's funny to watch other people controlling them on hills and other inclines facing forward and going sideways [Laugh]

What about where you are?

Here, we have a problem with them being stolen and used as personal storage and transport devices. So, stores have installed electronic "locking rear wheels that are triggered when you cross a sensor at the edge of the store's parking lot. The problem with these is, since their man-made they will eventually break down and lock up while you're pushing one thru the store or parking lot.
