Yeah it was a comic strip that used to get featured in either "Leg Sex" magazine or "Leg World" or one of those mags back in the day.

He was a regular contributor to Leg Show magazine in the late 80s. I have one of his comic books I bought at a convention several years ago. He's a blend of foot fetish, bondage, tickling, and lesbians thrown in for fun.
