I'd say don't ask, wait until she bares her feet. For me it's easy, as I'm just out of hs in Florida, and all the girls my age are pretty much barefoot/flip-flops ALL the time. If you get to a point where she's barefoot, just casually start tickling and massaging her feet. After enough of that you can confess that you have an affinity for feet.
