It varies for me and it depends on my mood.
Sometimes, I'll massage a woman's feet first... somtimes I'll tickle (especially if I know that her feet are ticklish), sometimes I want them in my face and sometimes I want to get right to sucking on her toes.

I've come to figure out the "why" fairly well. For me it pretty much boils down to the physical and psychological aspects that I've mentioned before. The physical aspect is fairly simple, but the psychological aspect is a bit more complex.
Physically, the shape of women's feet are just alluring. The smaller, petite size; the curves that appear all over; the tapered look of the toes.
Psychologically, the sight of a woman's bare feet connote comfort, which can be alluring -- particularly if she's in your home, or walking barefoot outside.
In the case of fiction, seeing a powerful woman barefoot takes the whole "comfort" thing to another level, and can even connote arrogance. I've found something appealing in that on occasion, particularly when watching certain cartoons and other forms of entertainment while growing up.
The whole "power" thing can cover several different levels, ranging from a barefoot queen sitting on a throne, to a barefoot warrioress in a kimono, to a barefoot woman in erotica watching the effect her allure has on a man.
There's also the whole mystery aspect. If you find a woman attractive, you'll want to know whether her feet are as well. That's just the way it generally is for us.
All of this may sound trivial on some levels, but understanding it helped me come to understand part of my attraction to women's feet as a sexual turn-on.
Anyway...that's pretty much what they do for me.
