May I suggest outside of a SPA? Look for the women that come out with a fresh pedicure.
Other than that, try your luck online. Places like Facebook, Myspace, eBay...yes eBay, it's a great resource. Do a search for WELL WORN SHOES...and you will find a woman who accepts a man with a foot fetish. Elvis just shut down a shoe store in Portugal...had 3 women modeling shoes for me...they were attentive since I have biz cards and from la plus looking for 41-44s and they were enthralled...shoe store a gud place to start.

I would bet that Craigslist would be a help as well.
Wouldn't say there's an ideal place...much of my success has come from simply giving it time and finding the right opening to bring the subject up. I have learned that most women welcome a man attentive to their feet.

I use the internet - i always say i`m learning reflexology and am looking for gineau pigs to practise on lol. If they say yes i slowly then introduce the whole foot worship side. Most women are open to it as they find having a part of them being worshipped, that never gets that attention new and exciting. Had many a luck online. I think it's far easier to introduce a woman to foot fetish than to find one already into it.
If a chic is into you she'll get into foot fetish. Look at all of the sites on the net. The good one's start with a boyfriend with a foot fetish taking pics of his girlfriend/wifes feet and posting it on the net.
