Seems like something that you could do with Google Maps (Is that API still open?) and a quick Database. The problem would be figuring out how to let people communicate once you've found them and then getting a place to host the actual site.

FetLife has many feet related discussion groups and members who identify them selves as into feet can be searched quickly and easily and their locations found. In one group I am in, "Beautiful Feet & the men who love them", there is a discussion thread called "Looking for:" where people looking for foot play can hook up (but not for pay sessions, just friendly hookups).
