That's just a foot peel. There are videos for Baby Foot Peel and similar products all over YouTube. It's not a disease LOL

I don't know but that just looks like nasty feet to me. It looks similar to how skin would peel if you were outside sunbathing too long without any sunscreen on. The skin just peels off.
