In all my experiences, I've never had a girl flat out refuse to participate. Some come along quicker than others, but they have all embraced it.
If you're girlfriend continues to remain adamant about refusing to participate in an activity as benign as foot fetishes, then she is a selfish lover. Life is too short to deal with that.

You are not a freak because women are always complaining about not enough fore-play. Maybe you are getting aroused more because she isn't letting you have her feet. You know cat and mouse games.
