I don't remember the name, but it was a website featuring British amateur foot models when I was in 7th grade (2001-2002).

I dont know if it's considered a foot fetish site, because it has both tickling and feet in it, but my first site of this type I visited and joined was the Tickling Media Forum in 2002, which I still belong to. I joined Wu's in 2007

My first foot fetish site I ever joined was Tyler’s site, feetcore. He referred me to ilovefemalefeet. Users on there told me to join here and themousepad.

I do not remember the exact name of the site, but there was a British guy running a space on Parrotsites where he posted pictures of girls barefooting in public with dirty soles. It must have been in 1998.
