oh yeah, ofcourse well kept feet are very pretty, but for me the most arousing thing about feet are the shapes, the long slender toes, long slender feet, high arches, maybe somewhat longish toenails.
even when i see women with unkept feet, but featuring these features, tey can be unkept, a little dirty, rough on the soles and heals, but i still will be turned on by those feet just by watching them,

There's something about that pic that makes me laugh. Reminds me of the drawings of the evolutionary stages of mankind.
Every culture has its own center of eroticism. Many cultures attach no sexual significance to breasts, for example. The Arunta of Australia dismissed any correlation between the sexual act and procreation. The Chinese found great eroticism in bound (to my mind, "mutilated") feet. The Ainu of Japan (oddly, a native Caucasian group) finds that rather severe (by our Western standards) biting to be an erotic kiss.
Long way around, I don't know what I would find attractive in a woman in a radically different environment but I have to guess it would be slightly aberrant.

While I don't like rough looking feet, I think if I lived in primitive times I would still like women's "beat-up looking" feet, never having seen the well-kept pairs of the 21st century.
Thousands of years ago, people didn't have soap, toothpaste, deodorant, toilet paper or feminine hygiene products.
They still were attracted to each other and had sex even though they'd probably make a person from today's world gag! I think it's all about what you're used to.
Course it could been totally different when it come to feet!

I was hypothesizing that the origins of the fetish were independent of cultural influence, not the specific aesthetics themselves. Finding eroticism in something is not the same as a fetish. Plenty of guys can find the right shoes on a woman sexy. For example it is not uncommon to see a woman still wearing high heels while all else is bare in a hardcore porn film. Since you are mentioning foot binding I discovered an essay that argues that not only has the western world been conducting a mild form of it for centuries for the sake of beauty, it is linked to a number of health problems.
