I'd set up a seperate ad with the implied footjob stuff. I know some women that would do the foot modeling stuff, but would be completely freaked out to be paid to do the footjob stuff. I'd put it in the services/adult or gigs/adult. Hell put them in both. The adult implies sexuality. The other posting you had looked like a legitimate foot photographer looking for models. You'll get fewer responses this way....but at least they know what they're getting into.
If my girl said she'd do a foot modeling shoot for a 100 bucks an hour i'd encourage her to do it. If it was in the adult section i'd forbid her to. If a female friend of mine was cool with getting a guy off, i'd point her in that direction.
I'd assume all of these women advertising massage mean hand job. I could be wrong. Look at this ad from my town. I doubt many women who give these erotic massages would complain about giving a foot job instead.

i looked into it when i was in indianapolis, but didn't have the time then. now that i'm out of indy, it's a problem. especially since i'm in a "middle" town (town that has no craigslist listing)

I saw your ad, thanks for posting...I think it is quite well worded.
If you want to get more attention just for foot photos, I'd maybe add a 'no sex' or 'no nudity' part to it.
