I agree with what the other guys are saying. Just tell her that you already have enough content and/or you're already booked for the time she will be in the area. It's definitely not a fun part of producerhood. Keep it simple like Bratty said.
OT:
What's worse are those times when you really DO want to work with someone and they give you like 2 days notice and you aren't able to make it happen for budget or scheduling reasons. That's a real pain in the ass too.
Or the ones who want to work all the time, and no matter how many times you tell them that you just can't do it right now, they'll still email or text you almost weekly..."Evan I got an eviction notice and I need rent really bad can we shoot??" or "Evan my pet ferret needs an emergency operation on his crotch and I love him so much and I really need the money bad can we shoot??"

She was sort of pricey, but the main reason is she didn't look that great compared to what's in her portfolio.
Just tell her you have other commitments. She's an out of town model so there's a good shot you won't see her again anyways.
OMG, I'm living your life dude, this girl is sort of pricey too, and the stuff in her port looks a lot better than she does in person, and I'm not ashamed to say it, way better than anything I got out of her.
As long as we're confessing, she told me she had done some private f/j work for a photographer, which got me thinking, but I soon realized that I just wouldn't be able to get past her face to get it up enough for a f/j. What a disaster.
Wow your story is quite similar, but "Wendy" has better feet.
Probably what irrked me the most was her feet needed a pedicure badly. Now I wasn't expecting perfection, but for what I paid her she would have easily recouped the costs of the pedicure and made a healthy profit.
Now I ask up front about foot condition, but I might start doing foot castings. Heck the fashion industry does it right?
I ask about foot conditions up front too. That's a must, especially down here in Florida. A lot of girls walk around barefoot all day year round and their feet get really beat up.

I usually have conditions before I shoot with most models, Silver Cherry. If a model is new, and lives anywhere near me, I insist on doing a face to face meeting so I and make sure they're not high maintenance, and their feet are up to my standards.
I waived my requirements with "Wendy" because she is an established model, with a lot of legitimate work under her belt and pretty nice feet. The mistake I made was to be arrogant enough to think I could make chicken salad out of you-know-what.

Being able to meet them first is definitely ideal, no doubt about that. I have been able to meet with a few models first before shooting. At least those who live relatively close anyway.
Many of the people I work with though come from the Tampa or Fort Lauderdale area, each of which is approximately 2 hours away. So meeting them really isn't an option.
I do plan on relocating though in the not-too-distant future where I should have the opportunity to meet first, as well as tap into a whole new pool of models

The first part is par for the course with me; the second part...not so much. I don't have models "spamming" my inbox for shoots.
Most of the 31 models I have worked with got paid. It's all right because it simplifies my after the shoot process.
That said I've had more than a few models show up just to get paid and it showed in some cases. That can be really annoying because they have this sucky "let's get it over with" attitude.

Her feet seem ok...but from what you shown...nothing super fantastic. I'd okay the 'I'm booked route'..and if age still keeps asking you...say you are thinking of going to a different direction...
Good luck!
Dee Snider, holy Fuck! I just about busted my gut laughing at that one. Wendy is not that bad, but not all that far off either. Imagine meeting a real hot chick, with a killer body, and feet like Mona Lisa's, and a face like Dee Snider? That's the ultimate conundrum, but even if I could put a bag over her face, I still don't think I could go through with it.

Honestly, even Wendy's feet don't do anything for me, and I can't see her face. Isn't there a way to simply say that there wasn't enough of a response and so she won't be needed anymore? I understand wanting to not hurt her feelings; that's noble of you.

I personally don't have any advice on how to play the situation but let me say I enjoy these fascinating backstories and anecdotes you guys post very much. There is obviously so much more to it than "find model, hire model, shoot pictures, post pictures". If it were only that simple.
I gotta give you fine foot photographers props, all of you (you know who you are) do a great job and make it look so easy. Respect.

I got the answer...put a bag over her head...then put one over yours and then do the shoot;) a double bagging in case hers falls off...you wont be shocked:P
